Why are tops designed for women always so thin…

So many tops I like I have to wear vests and stuff underneath them otherwise you can just see my bra right through them. It’s really annoying. Now I have to figure out what I want to do with a crop-top that I bought since I don’t have any vests that fit underneath it-
