Whichever mod is hosting it, usually posts an announcement thread about it when it happens. There won't be another one until the Halloween contest in October

Users just make a layout that's specifically related to the contest and vote on each other's layouts. There's 3 winners and each winner gets a certain number of credits plus some other stuff.
