do you mean the app icons? I have a Samsung android, so I go into settings and when you go under wallpaper setting and homescreen it lets you change the colour (but only out of some options) :]

on the homescreen,you press down till the icons shake, press a certain button i forgot but its visible
then u can press customize or something and change the colours : D
