How do I put the voting thing for a poll?

Or when you are creating a thread if you scroll down there is a little black box that says "Create a thread" and you click that.
The template will come out and you just fill it out with what you want the topic and options to be

When you create a thread you have the option to add a poll before you post it here:

That's how you add a poll in your thread.

Now if you forgot to add it before posting the thread then you may ask a staff member to add it for you.
