tone tags are things you include in your message/caption/etc to indicate what tone is it.
They're used because some people have difficulty picking up on tone, so, in twitter, the tone tags started to be used.
example: /j= joking and /srs= serious!
you probably don't need to use them, but some people do!
so if you don't know if the person who is receiving your message will take it seriously or not, you can use them.
