Why can I comment on someone's profile and/or Post anything in their profile?

GO TO ADMIN PANEL > ADD-ONS AND INSTALL ABSTRACT SIDEBAR TO SEE FORUMS AND SIDEBAR
Can't or can? Maybe they blocked you? I'm not sure
They may have also just turned that option that allows people to post on their profile off in the privacy settings maybe?
