For me, it depends. I mean, the reason we broke up could have been because he/she was moving. I'd probably be like, "I wish you the best," and whether we ended the relationship on good or bad terms would determine whether I would say it sincerely or in a sarcastic tone.

But not everyone assumed that all exes are compulsorily terrible. I said "if" it is a bad ex....
If it is a good ex but broken up due to situations beyond our control then I would definitely wish him the best , move on, and cherish the happy memories.
